Why is the road closed? is it road works?

There was a news story circulating that it had become so popular as a pedestrian boulevard during lockdown that they were going to ban vehicles permanently so they've obviously had a change of heart. I know they're millions short of the money they need to do all the conservation work on the cast iron Victorian arcades so it may end up being closed on H&S grounds in the future. ?
