Old Marconi Site Waterlooville, What are they doing?

In Waterlooville they have knocked down the old Marconi building some years ago, this is where the apparently designed submarine warheads. This site has been flattened for some time. Talks of building fast food places and a gym. Was a mention of a bowling alley, but not sure if that is still happening. Information is a little vague on it.
I walk past it every lunch time. They seem to be spending time in one little area. This has no foundation, they put down some plastic mesh, added scrapings of about 8-12 inches. Now they are sticking cemented squares on top, with some drainage pipes.

What could it be, first though perhaps a power substation?. Could it be a shower block? with that much drainage, but why the squares. Very odd indeed. Curiosity may get the better of me and have to ask a workman on site.
 
Yes apparently, but if they do all that then they have forgotten about parking. But then thats nothing new, all the new houses around here dont have enough spaces for them.
 
lol, 707?!?! push bikes maybe, if nothing else was on that site and 4 levels of parking, then maybe 707.
 
Maybe the car park will be underground with everything else on top.
Don't know the area, so just relaying what I found through a quick search.
or maybe the greenies are running the show, so perhaps push bikes is what they want?!

Yeah, could be greenies. Nice find on the info. I found some stuff from 3 years back. Looks like someone was going to do something, then the site went back for for sale. So wasn't sure if the new people still had the same plans, or how it works, I guess they have to apply to the council with plans on what they are doing.

Push bike drive though could be a start of a new trend.

Have you ever been tempted to take the American car around the drive though in reverse(if you on your own)? Some of the corners are tight, some club members were going to give it ago late at night about 12 years ago.
