If he is parked in a layby? is he tecknacaly doing anything wrong? just two vechiles in same layby . the van could of moved oh thats to easy rother phone his mate's and waiste more police time .
in hereford they have a unmarked transit van in layby all the time with bikes and cars around various corners just waiting,

Agreed but in truth he's probably just made himself a target for every petty little road offense he could commit.
